The Blue Circle Receives Green Lane Endorsement from The Board of Investments for Three Wind Projects

The Blue Circle Receives Green Lane Endorsement from The Board of Investments for Three Wind Projects

Manila, August 5.  Last Thursday, as part of the Philippines’ government goal to facilitate green investments in local projects, the Board of Investments (BOI) awarded the Green Lane Certificate of Endorsement to The Blue Circle (TBC) for three of its onshore wind energy projects. The awarded projects are the Kalayaan 4 Wind Energy Project, located in Laguna and Quezon provinces with a capacity of 303.8 MW, the Baao Wind Energy Project located in Camarines Sur province with a capacity of 210.8 MW and the Ibajay Wind Energy Project, located in Aklan and Antique provinces with a capacity of 80.6 MW.

In accordance with Executive Order No. 18 on “Constituting Green Lanes for Strategic Investments,” from President Ferdinand Marcos Jr., these three projects will now be considered as strategic investments for the Philippines. Obtaining green lane status serves to expedite permit and license issuance, including resolving strategic investment issues.

“We are very pleased to receive these three awards for our Kalayaan 4, Baao and Ibajay projects, and honored by the continuous trust that has been placed in us by the BOI. We reiterate our steadfast commitment to delivering clean electricity to the Philippines in the fastest way we can, as we are actively developing these three projects to match the country’s RE targets by 2030. This is also illustrated by our Kalayaan 2 project which was the first onshore wind project to be awarded the Green Lane Certificate of Endorsement and has notably been the fastest to reach ready-to-build status among all Greenlane awarded wind projects.”, says Olivier Duguet, Chairman & CEO of TBC.

TBC owns an overall portfolio of more than 2.5 GW worth of attributable capacity all coming from renewable energy projects under development or construction in the Philippines, with its first project of Kalayaan 2 slated for commissioning by mid-2026.

Aligned with the Department of Energy’s 35% target of renewable energy in the power generation mix by 2030, these three projects will contribute to accelerate the Philippines’ goal to reduce harmful greenhouse gas emissions while promoting economic growth in the project’s region and protecting the health and environment of its stakeholders.

THE BLUE CIRCLE BOOSTS THE PHILIPPINES' RENEWABLE ENERGY GOALS, SECURING CEPNS FROM THE DEPARTMENT OF ENERGY FOR THREE ONSHORE WIND PROJECTS

Manila, July 30. The Blue Circle (TBC) received this week the “Certificate of Energy Project of National Significance” (CEPNS) from the Department of Energy (DOE) for three of its onshore wind energy projects.

The three awarded projects are the Kalayaan 4 Wind Energy Project, located in the Laguna and Quezon provinces with a capacity of 303.8 MW, the Baao Wind Energy Project, located in the Camarines Sur province with a capacity of 210.8 MW and the Ibajay Wind Energy Project, located in the Antique and Aklan provinces with a capacity of 80.6 MW. These projects are notably the first fully foreign-owned onshore wind energy projects to receive the CEPNS.

“We are honoured to receive the CEPNS from the Department of Energy for our Kalayaan 4, Baao and Ibajay projects, which will bring a total combined capacity of close to 600 MW to the Philippines’ energy mix. We are truly grateful to the DOE for acknowledging how crucial these three projects will be as a source of clean electricity and for the energy security of the country. Our commitment to helping the Philippines achieve its RE targets by 2030 remains unwavering and we will keep working hard to repay the trust that has been bestowed upon us by the government and help the country progress in its clean energy transition.”, says Olivier Duguet, Chairman & CEO of TBC.

In accordance with the DOE Department Order No. DO2024-04-0003 released last April, an energy project shall be certified if it has significant capital investment of at least Php 3.5 billion and contribution to the country’s economic development through greater access to energy and energy supply security.

CEPNS are issued to “energy projects that are found to have significant impact on the country’s energy sufficiency, security, reliability and stability, economic development, technological progress, and environmental protection.” It will fast-track the issuance of permits and clearances required by different concerned government agencies for energy projects.

TBC owns an overall portfolio of more than 2.5 GW worth of attributable capacity all coming from renewable energy projects under development or construction in the Philippines and has seen continuous growth in the country since its first footprint in 2018.

The Blue Circle's Community Commitment: Empowering Paete Farmers

The Blue Circle's Community Commitment: Empowering Paete Farmers

The Blue Circle, committed to sustainable development and community support, has made a significant impact on local farmers' lives through its Kalayaan 2 Wind Energy Project in Paete.

As part of our dedication to the communities where we operate, The Blue Circle has constructed a new access road, dramatically improving agricultural logistics. This initiative demonstrates our belief that true progress encompasses both renewable energy and community development.

The road's impact is clear: local farmers like Alfredo Nombrado have transitioned from arduous horse-drawn transport to efficient vehicular access for their produce, including copra. This June, we witnessed firsthand how this change is boosting efficiency and increasing profit margins for farmers.

By reducing transportation time and costs, The Blue Circle's road project is enhancing market access, farm incomes, and long-term agricultural sustainability in Paete.

This infrastructure improvement is just one example of The Blue Circle's holistic approach to community support. We believe in creating value beyond our wind energy projects, fostering resilient and prosperous communities.

The Blue Circle remains committed to driving positive change and supporting sustainable growth in all the communities we serve. We look forward to continuing our partnership with the people of Paete and beyond.
