The Project Development Manager manages the entire project development activities including coordination with all stakeholders in order to complete the project on time within the scope and within the approved budget.
Key Responsibilities:
· Manage and coordinate the development activities of assigned projects (end to end process)
· Ensure that everyone involved in the Project Development, inside and outside of TBC Group, are implementing their respective tasks on time and on budget.
· Put to place course of action to streamline operations and achieve the company’s objectives.
· Provide guidance and consultation to the project development team
· Plan and manage of project resources – budget, manpower, facilities, and keep it to the budget.
· Develop a timeline that captures milestones for projects, recommend changes to keep projects on track
· Monitor and report project progress internally (externally if required) with accurate and timely information. Make alternative plans if initial project planning is inadequate.
· Identify business opportunities and helps form relationships with key utilities and other potential clients the region
· Manage official communications and exchanges between TBC Group and authorities in the Philippines
· Represent TBC Group with Philippines media in conjunction with TBC Communication Team
· Represent TBC Group with Philippines officials in conjunction with TBC Management Team
· Entertain and develop relationship with local project communities as well as environmental NGOs
· Support and apply TBC Environmental and Social ethics messages and images
Land Acquisition and Permitting
· Responsible for planning and strategizing the acquisition of target land within the project boundaries
· Manage the leasing functions which include reviewing and negotiating lease transactions and agreements
· Establish and ensure the accuracy and effective site acquisition and permitting processes and documentation are created and agreed with all parties
· Manage the permitting process (Land related permits, Energy Service Contract verification, application and issuance; DOE and NGCP endorsement for grid interconnection; System Impact and Facility Studies with NGCP, Environmental Compliance Certificate (ECC), NCIP Non-overlap, CAAP Height Clearance Permit, Commerciality, Construction Permit etc.)
· Manage contractors, sub-contractor, vendors in term of contractual obligations, performance, time schedule and cost
· Land identification and acquisition of production area
· Public consultations and acquisition of LGU Resolutions (Barangay, City/Municipality, Provincial) for land and permitting related matters
· Control/Coordinate Technical studies (wind assessment, Pre-FS, environmental study, cadastral measurements, Topography survey of site area, etc.)
· Monitor projects’ progress, including identifying critical activities and reviewing forecasts and progress achieved to date using company standard tool’s MS Project
· Prepare land-related data and maps that are required for the development of the project using GIS or equivalent
· Coordinating with local government entities and scoping local contractors for specific surveys
· Interaction with all the project stakeholders (government, communities, contractors, TBC teams and investors)
· When NTP Decision milestone is reached:
o Handover of the project’s permits to the Project Construction and Financing Teams
o Provide support to ESG Officer, Project Construction and Financing teams for next steps
Education Requirements:
Years of Experience Required:
· at least 5 years of work experience as a Project Development Manager, preferably in a Power, Telecom, or Renewable Energy company.
· Strong background in Land Acquisition, Project Permitting, Negotiations and Contracts Management
Essential Skills and Requirements:
· Proficient in Microsoft Office
· Good command in both oral and written English
· Ability to travel from time to time
· Professional with solid time management skills and good experience in interfacing with government units such as Dept of Energy, DENR, CENRO/PENRO and various LGUs.
· Ability to complete the requirements needed for a project based on the given timeline
· Ability to manage confidential documents and have exceptional organizational skills in a fast-paced environment
· Modeling, visualizing, team player
· Proficient in Microsoft Excel, Earth Science, GIS, Geography, ArcGIS, Wind Turbines
· Sound understanding of Renewable Energy Project development process
· Immediate availability is a plus
