The Blue Circle Secures CEPNS From The Department Of Energy For Three Wind Projects

THE BLUE CIRCLE BOOSTS THE PHILIPPINES' RENEWABLE ENERGY GOALS, SECURING CEPNS FROM THE DEPARTMENT OF ENERGY FOR THREE ONSHORE WIND PROJECTS

Manila, July 30. The Blue Circle (TBC) received this week the “Certificate of Energy Project of National Significance” (CEPNS) from the Department of Energy (DOE) for three of its onshore wind energy projects.

The three awarded projects are the Kalayaan 4 Wind Energy Project, located in the Laguna and Quezon provinces with a capacity of 303.8 MW, the Baao Wind Energy Project, located in the Camarines Sur province with a capacity of 210.8 MW and the Ibajay Wind Energy Project, located in the Antique and Aklan provinces with a capacity of 80.6 MW. These projects are notably the first fully foreign-owned onshore wind energy projects to receive the CEPNS.

In accordance with the DOE Department Order No. DO2024-04-0003 released last April, an energy project shall be certified if it has significant capital investment of at least Php 3.5 billion and contribution to the country’s economic development through greater access to energy and energy supply security.

CEPNS are issued to “energy projects that are found to have significant impact on the country’s energy sufficiency, security, reliability and stability, economic development, technological progress, and environmental protection.” It will fast-track the issuance of permits and clearances required by different concerned government agencies for energy projects.

TBC owns an overall portfolio of more than 2.5 GW worth of attributable capacity all coming from renewable energy projects under development or construction in the Philippines and has seen continuous growth in the country since its first footprint in 2018.

The Blue Circle Expands Renewable Energy Portfolio with 100.8MW Turbine Supply Deal in the Philippines

[Manila, Philippines - May 6th, 2024] - The Blue Circle (TBC), a leading renewable energy company in Southeast Asia, has signed an agreement with Goldwind International Philippines Inc and Goldwind International Renewable Energy Ltd  to supply, commission and service the turbines for its 100.8MW Kalayaan 2 wind power project in Laguna province, Philippines. The signing ceremony took place on April 22, 2024.
This landmark wind farm represents a major addition to The Blue Circle's growing portfolio of renewable energy assets and its first project in the Philippines. It will be one of the largest wind farm in the Philippines upon completion, consisting of 17 x GW 165 - 6.0MW wind turbines supplied and installed by Goldwind. The world leading wind turbine manufacturer will also service the turbines for 10 years. The Commercial Operation Date of the project is set on mid 2026.

The Kalayaan 2 project aligns with the Philippines' ambitious renewable energy targets outlined in its National Renewable Energy Program, which aims for 35% renewable energy generation by 2030 and 50% by 2040. By partnering with Goldwind on this wind farm, The Blue Circle reinforces its commitment to accelerating the transition to sustainable energy sources across Southeast Asia.

The 100.8MW wind farm will provide a significant source of clean electricity to the Philippine grid, helping meet the country's increasing power demand in an environmentally sustainable manner.

The Blue Circle, a leading renewable energy company in Southeast Asia, has published its 2023 Sustainability Report. The report provides an overview of the company's environmental, social, and governance (ESG) initiatives and performance over the past year.

The report highlights The Blue Circle's core business of generating clean wind and solar power across the region. From 2020-2023, the company's wind farms produced an average of 252,160 MWh of renewable electricity annually, avoiding over 238,000 metric tons of carbon emissions each year.

Sustainability is deeply integrated into The Blue Circle's operations. The report details the company's comprehensive environmental and social impact assessments, waste management plans, and biodiversity conservation efforts surrounding its wind power projects. We are committed to following international standards (IFC and EP) despite challenges faced in implementation.
